Does Vista block text input while browsing the web or saving files?

I am encoutering a problem that may be well known to experienced Vista users. There are times when I’m using IE and find a prompt for log in information, or a password, etc. Suddenly, I can’t type more than the first 3 characters in any field. And now I found the same thing happening with a notepad file… no more than 3 characters allowed. At first I thought this was Norton 360 anti-phishing feature, but it continues to happen after deactivating this Norton feature. What’s going on here? And how can I solve it?
